CPC证书通俗理解为儿童产品安全证书，适用于所有12岁及以下儿童为主要目标使用对象的产品，如玩具、摇篮、儿童服装、儿童用品等。其中制造商或进口商证明其儿童产品符合所有适用的儿童产品安全规则。
CPC常用测试标准： 15361876003
1、CPSIA 总铅和邻苯；
2、美国玩具标准 ASTM F963；
3、电动玩具安全标准 16 CFR Part 1505；
4、摇铃玩具要求 16 CFR Part 1510；
5、奶嘴安全标准 16 CFR Part 1511；
6、儿童服装、地毯燃烧性能，如 16 CFR Part 1610；
7、非全尺寸婴儿床与婴儿围栏标准，ASTM F406-19;
8、婴儿门栏和围栏安全标准，ASTM F1004-19。
9、蹦床，ASTM F381-16;
10、儿童饰品，ASTM F2923;
11、儿童折叠椅和凳子，ASTM F2613-19;
12、便携式充气式泳池，ASTM F2666;
13、幼儿产品：童车、童床、围栏、背带、安全座椅、自行车头盔等产品标准。
产品测试要求：
1.产品，必须符合相关的规则和安全条例，并进行强制第三方检测
2.检测必须在CPSC认可的实验室进行
3.基于第三方测试结果，制造商或进口商签发CPC证书，也可由第三方实验室协助签发
4.儿童产品必须符合CPSC规定的测试标准要求
CPC证书必须包含的内容：
1、产品名称
2、产品适用的所有的法规和条列
3、进口商或制造商（美国本土）的信息：包括名称、地址和电话
4、支撑证书的检测结果档案持有人的联系信息：名称、地址、邮箱地址 和电话。（通常可以理解为美国本土以外的制造商）
5、产品生产日期和地址，生产日期必须到年月，地址必须到城市；
6、检测时间和地址或者证书基于的检测报告
7、第三方检测机构信息（CPSC认可的实验室）：名称、地址、联系电话；
美国授权代理的要求（美代、美国进口商）
根据CPSC要求，儿童产品获得CPC证书之后，同时，在美国市场监督部门进行抽查的时候，需要提供美国授权代理的名称，完整的邮寄地址和电话号码。
跟欧盟代表不同的是：
美国授权代理的信息资料无需加贴在产品上，而是需要直接向电商平台直接提供，或者当美国市场监督机构抽查的时候出示。且美国授权代理不能是个人，必须是正常稳定运行的机构和公司，能够24小时随时与市场监督机构进行沟通对接。
美代作为制造商指定的授权代表，负责与美国的监管机构联系，通过其美国授权代表/美国授权代理对产品的事故报告、通告、召回等提供协助；
根据美国法规要求，儿童玩具产品、母婴产品进口到美国市场进行销售，都需要CPC证书和CPSIA报告进行过关清关，而现在美国已开始严抓CPC证书内的美国授权代表的信息，没有相关信息的证书将不被海关接受，卖家或将面临被扣货或起诉等处罚。
而且如果卖家的平台后台所上传的美国授权与其登记申请的美国授权代理信息不匹配的话， 美国海关同样的会对卖家的货物进行抽查，扣押甚至是限制店铺权限等处理
